Season 30 looks to be all about one player, Amp Bevil. After being traded to Washington D.C. by Mexico City (formally Texas) during season 28 and helping the Black Bears win the first Championship in that franchise's history last season 29. His two year run in DC looks to be over as he now becomes a free agent and will go to the highest bidder. But not technically. At age 29 who knows what kind of money he would have commanded if not for the cap on a players salary. One Owner/GM stated that if not for the restriction that a record setting salary would have been given out, along with an empty wallet for the owner of that team.<br />
<br />
So if not money then how is it determined where Amp will end up. First there is a salary to be paid. The MAX contract!!! $110,000,000. This is broken down by 20 million per year over 5 years and a bonus of 10 million to be paid in year one. If only one team offers a MAX deal then that team will win his services.<br />
<br />
Wait whats that you ask, what happens if more then one team offers a MAX deal. Well there are a few things that need to be checked before we can even talk tiebreakers. (yes there are tiebreakers... plural) First up is the "No trade clause" players love these and must be on the offer sheet, then there is the "Player Option" in year 5 also must be on the offer sheet. Here is the real kicker, if a team has had said player for more then 5 seasons, then that team gets a <b>loyalty</b> bonus and the team wins right then and there (assuming they offer the MAX contract), but since Amp was traded two seasons ago this does not apply.<br />

Then come the tiebreakers. For Amp it will come down to a simple math game of who can get the highest Avg of the Pitching Coach and the Bullpen Coach "Pitching IQ" rating. If by chance that after all of these items there is still a tie. Then it comes down to what ballpark you play in. Pitchers will want to play in a pitcher friendly ballpark.<br />

So now that we have what the offer is and what the tiebreakers are out of the way, lets take a look at who is in the running. Above you will find an overview color coded to show that a total of 15 teams have the required amount of money to offer Mr. Bevil the MAX contract. But according to the data cruncher's here at Kaline World, we see that only 7 teams actually have the required 30 million out in the form of offers. (must have 20 million out in offers and at lest 10 million left over to cover the bonus to be in this group) This is not an exact science since the money offered could equal above the 30 and be out on multiple players, as well as the list of teams could increase since 15 teams have the cash to make the offer. On that screen you can see teams current budget including current negations like it says at the bottom by the *. So, you can quick glance at the season 31 payroll and see what teams have offered out to FA. Now, when you find a team with money offered in season 31 you can click on the teams link and see their actual payroll, with out FA bids, on the franchises link. Now if you see there is a difference between two you know they have offers out. To pin point the offer you can roll the icon over World Offices down to Finances to Franchise payroll Analysis. Find the team you were peaking at from the trade screen and choose them. On that screen you choose all to include unassigned players and you can see season by season payroll. Do some quick math and you can find out how much the team is bidding on FA players. One thing you can not see though is promised bonuses. <br />

One though Four in the rotation is as good as it gets around here. Last season each of them gave over 230 inning. Olivares had a very poor season last season but with the new park things should turn around. Rather then going with a four man rotation this season <a href="http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=3520374" title="Open Player Profile">Pedro Rodriguez</a> will be the fifth starter. With that the starters are going to be given a much larger pitch count so the bullpen doesn't mess up too many games again. The bullpen has been reworked a bit with the additions of <a href="http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=3338920" title="Open Player Profile">Earl Russell</a>, and <a href="http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=3158176" title="Open Player Profile">Endy Simpson</a>. I believe that this bullpen should be good. </div>

He did have a very nice HR/AB ratio last season though. Other then that it is a cream puff line-up. We might steal some bases this season though. We also might get caught a bunch too though.</div>

I would think he will be very near the max contract though. With a career OPS of .891 and solid enough fielding to hold down a corner OF spot or a risky 2nd basemen, he could be worth every penny. He won't put too many over the fence but in the right line-up he could score 120 runs score, 120 RBI and have 190 hits. As far as his ratings go, he does have a lower makeup rating so expect some decline towards the end of the contract but after breaking the bank for five years he should be willing to re-sign at a more modest price due to his patience rating. His health rating might turn some owners away as well. With all that said, to have the best results for him the owners team would need to run a 20/20 training and medical budgets to keep him on the field and to keep his ratings up. <br />
Contract prediction: 20 million over 5 years with a 5 million bonus for a total of 105 million<br />

He is also a guy that could really boost his numbers in the right line-up. As far as fielding goes he can play a corner OF spot or 1st. He has played some 2nd but his ratings are just not there for me to play him there. His health and Durability can keep him on the field for 150 plus games a year. Also as stated above his strong makeup should help keep his ratings strong. At his age re-signing him is really not that important. <br />
Contract prediction: 14 million over 5 years and a 10 million bonus for a total of 80 million.<br />

Either way he will be in ratings free fall soon. his durability and health are very strong though so he should give the owner 150+ games for sure as long as he is hitting well enough to justify a spot in the line-up. He will field just a corner spot or 1st. His career OPS is .825 and he could put up around 20-25 home runs. I am then going to just call it a wash and look at each players numbers. West pulled in a max deal and made 30 million this season while Wilkins cost 8.6. Neither is really very cheap.<br />

They have had every single Pitcher of the Week so far this season and have been amazing on the mound. <a href="http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=2628673" title="Open Player Profile">Matt Burns</a> has moved up to 4th all time in saves this season. The 1-5 pitching staff has been giving them a chance to win every time play. <a href="http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=2447529" title="Open Player Profile">Davey Fick</a>, so far, has not played very well this season. If he balnace out his poor first half with a strong second half this team could really take off. <br />

This seasons pitching has been great all around so far. Back in season 21, I posted about the historic significants of finishing the season with a sub 4 ERA. In season 21 only 19 teams had ever finished with a sub 4 ERA. Since then (including season 21 because that was a mid-season report) 12 more teams have finished the season under a 4 ERA. AL teams are currently under that mark this season. So the AL went from averaging less than one a year to 4 a year. Those same three seasons, have also seen the flip side of that show up in the hitting. Are the days of AL OPS north of .800 over? Have owners decided to not put the money into hitting and focusing more on fielding? I believe so. Looking over the +/- plays season average, you can see a huge trend shift starting in season 14. Season 1 and 2 were both upside down in +/- but season one had 44+ plays and 2 had 39+ plays. We did not see a + play average above 22 till season 14, and were upside down for all but one season in the first 13. Season 14 gave us the first truly positive number in +/- plays and since that season we have also seen a decline in OPS. The Juiced Ball Era is over and we may never see another 70 homerun season, but have owners traded in sexy hitters for slick gloved fielding? I lean more on the draft, and try to get one top pitcher and one top player each season. The competition for international prospects makes it harder to get a gem at a good price. Do my best to keep training and medical high. I try to offset contracts with large bonuses. So I usually stay in the middle of the pack for payroll.<br />

How do you approach off-season events with players such as arbitration and free agency? <br />
<br />
Write out my goal for a lineup and rotation. See what holes I need filled. I try to not arbitrate if I know I'm going to want the player for 3+ years. I just don't have the balls to give somebody a max deal. Never feels worth it. I try to give huge bonuses so that the later years of a players contract are super low.<br />

What is your basic strategy for setting your starting lineups and pitching rotation? <br />

I usually ignore power and just want obp and avg guys near the top. Pitching I go for vs. L and vs. R along with having 3+ pitched for starters.<br />

Contact, Eye, VS for hitters. Control, VS and velocity for pitchers<br />

I rank the top 50 or so from the draft pool. I use a ratings threshold of zero. I don't do international. I try not to promote to the majors midseason unless need be.<br />

Not trade with Cloud. Haha. I would tell them to build the team into the mold they like. Small ball, heavy hitters, pitching dominated...etc.<br />

With just a little better OBP% they could add a bunch of runs. The pitching last season was top three in the NL. The rotation is headed by five time All Star <a href="http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=2781407" title="Open Player Profile">Angel Cueto</a>. The fielding was just awful last season. Poor fielding % and upside down on the +/-. If you can be top five in all parts of the game it can lead to a nice season. They still lack top end pitching but park factors and great defense has worked well in the past for them and I don't think it will change now. </span><br />

He has hit 42 home runs and 118 RBI to go along with his .963 OPS. Cincinnati has the better record but Scottsdale has the team built for their home stadium. </p><br /><br /><br /><ul><br /><br /><br /><li>Hitting: Scottsdale is always up near the top in hitting and this season is not any different. They have six players with OPS over .800 make for a long line up to work around. Cincinnati only has two players with an OPS over .800. One of them is <a href="http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=3338404">Tricky Midre Santana. </a>He has had a nice hitting season but his mom has always told him he was fast so he will try and try again to steal that extra base only to get gunned down time and time again. Tricky aside however Cincy takes the extra base every time they can second in the AL in stolen bases this season though with a fair low success rate. Advantage <strong>Scottsdale</strong></li><br /><br /><br /><li>Pitching: Despite playing in a hitting leaning park Cincy has the second best ERA in the AL while Scottsdale is below the average line. For Scottsdale one might think that their home field would hurt their pitching and their away numbers would be better but that is far from the case here. They are amongst the worst away from home while Cincy is very near the top. Games one and two starters are fairly matched. Advantage <strong>Cincinnati</strong></li><br /><br /><br /><li>Fielding: Cincy has the fewest errors of any team in the AL this season while Scottydale is middle of the pack. Neither team has a huge difference in +(-) plays though. In the raw numbers Cincinnati fairs much better. Advantage <strong>Cinncinnati</strong></li></ul><br /><br /><br /><p>Scottsdale in 5. Philly has 6 everyday players hitting over .800 OPS to Salem has three. Beating him twice could be challenging to say the least. The over all pitching numbers gives Philly that advantage in that aspect while Salem has the bigger names. In raw over all numbers it leans slightly towards Philly. To me it comes down to Shortstop and Philly has a couple of good fielding guys and Salem does not. The AL is set already with 8 cycles to play yet. Baltimore will hold their normal spot at the one spot. Last season El <span id="SPELLING_ERROR_0" class="blsp-spelling-error">Paso</span> just missed the post season last season but this season they hold the 2<span id="SPELLING_ERROR_1" class="blsp-spelling-error">nd</span> spot. The Mighty Millers of Minnesota will not get the free pass this season but will hold the three spot.
